RCSS/SSA Drug Eradication Plan


  • Narcotic Drugs have been destroying our new generations in different ways.This not only weakens the country but also create various kinds of problem which is very dangerous for the country.Therefore, RCSS wants the total eradication of narcotic drugs.
  • Narcotic Drugs produced in the Golden Triangle area have been well known to the world communities affecting the dignity of the Union of Myanmar. Therefore, RCSS is working on the drug eradication.
  • As the ethnic armed groups and the government have made ceasefire to solve the political issues through peaceful political resolution, RCSS will cooperate with the government through the drug eradication plan for drug eradication.


The narcotic drugs have been a danger to the world community and it cannot be solved by only one country. We need international cooperation in the drug eradication process.

  1. To make implementation through the cooperation with the government and the agencies concerned.
  2. Acquiring the budget of support for uplifting the living standard of the people concerned.
  3. To make implementation through the agreement from and cooperation with the public.
  4. To make implementation through the cooperation of the neighboring countries.

Important points to be able to totally eradicate narcotic drugs from the root

  • To study and know better the main reason of why the poppy farmers grow poppy in the area
  • To study and know better ways to uplift the living standard of the poppy farmers
  • To work on the short as well as long term crop substitution, and the livestock
  • Finding the market places for the crop substitution and the livestock
  • To make lists of drug addicts and give better treatment
  • To give punishment to the drug dealers, producers and traders of narcotic drugs and chemical supplies in narcotic drug production

To be able to successfully work on the drug eradication process above, it can be successful only through the right systematic plan and cooperation with one another. This is a 6 year plan.

  1. Opium acquiring from growing the seeds and marijuana
  2. Heroin, ICE and Amphetamine produced from chemical

Ways for drug eradication

1. For those growing poppy and marijuana

  • Fining crops and livestock in substitution of poppy and marijuana
  • Giving vocational training for their living
  • Finding the market places for them
  • Giving the permission to work freely
  • To educate the public about the danger of narcotic drugs and marijuana

2. For those producing drugs from chemical

  • To carry out the punishment, control and investigation on the persons or armed groups protecting, owning, trading, producing and carrying narcotic drugs like heroin, marijuana and amphetamine produced from the chemicals
  • To fight and control through the cooperation with concerned foreign countries and neighbouring countries

3. For the consumers, purchasers, sellers of narcotic drugs in the area

  • Setting up drug eradication center in the area
  • Setting up rehabilitation centers for consumers

2. Prohibiting both internal and international narcotic drug dealers
3. Prohibiting the producers and areas of production
4. Prohibiting consumers
5. Prohibiting poppy and marijuana growers
6. Prohibiting those protecting narcotic drugs

To give authorization letter of responsibility, signed by the President U Thein Sein to Anti-drug Cooperation Committee which is setup with both the members of Restoration Council of the Shan State and the government, thereby producing the authorization letter of responsibility for the Anti-drug Cooperation Troops by the said committee.
