Because of the long unsolvable political problems, the problems of narcotic drugs have emerged and spread all over Shan State for a long time. Aiming for the eradication of the narcotic drugs problems, the Restoration Council of the Shan State have laid down the following policies:

  1. Strive to solve the political problems so that the country is peaceful and the people could live safely
  2. Raise awareness among the people about the dangers of narcotic drugs in the country and around the world
  3. Develop people’s lives by:
    • Creating and providing decent livelihood
    • Providing crops and mechanisms for crop-substitution in place of opium
    • Construct roads for transportation
    • Provide markets for trading legal merchandise
  4. Prohibit the use, cultivation, production, trading and transportation of narcotic drugs
  5. Cooperate with the global movement to prevent the dangers of narcotic drugs.
