With its policy of illcit drugs eradication and the agreement of cooperation on illicit drugs eradication between Restoration Council of the Shan State and President U Thein Sein government, RCSS had arranged the “Training on Illicit Drugs Eradication” at its Headquarters, Loi Tai Leng on 13 November 2012.
The opening ceremony was attended by the leaders from different departments and the Chairman of RCSS spoke of the aim of the training and tasks to be done in the near future.
There are 10 subjects for the training of illicit drugs eradication and alternative development, treatment for the drugs addicts and the sharing of the knowledge of danger of illicit drugs to the people are also included.
On the second union level meeting between the RCSS and the Peace Making Committee of President U Thein Sein government in Kengtung on 19 May 2012, the cooperation on illicit drugs eradication has been the first point of the 12 points of the agreement.
After the agreement in Kengtung, although RCSS Anti-Narcotic Committee has met with President U Thein Sein government’s CCDAC at the State level in Taunggyi, the capital of Shan State, any agreement for implementation had not been reached.
On 27-28 October 2012, RCSS, UNODC and CCDAC of President U Thein Sein government held a Roundtable Discussion on Implementing a Shan State Response to Alternative Development and other illicit drugs at the City Hall of Tachileik and reach a 9 point agreement.
However, to be able to implement point 1 to point 8 of the agreement, it depends on the point 9. This is concerning with security cooperation between RCSS and President U Thein Sein government at the pilot project sites. To be able to solve this security issue, CCDAC of President U Thein Sein government is going to present the matter to its higher authorities.
If RCSS and President U Thein Sein government can reach the agreement on the security issue of the point 9 of the agreement, RCSS, UNODC and President U Thein Sein government will have cooperation on the project of alternative development as agreed upon.
The “Training on Illicit Drugs Eradication” came to its completion on 11 December 2012 with a closing ceremony attended by RCSS leaderships and the different departments.
